Tax Bills:

Tax bills are due on a quarterly basis. Tax bills are mailed once a year during the summer. The bill you receive has 3rd and 4th quarters of the current year, and 1st and 2nd quarters of the following year. The due dates for each quarter are printed on the payment stubs of the bill, February 1, May 1, August 1 and November 1. There is no discount for pre-payment.

There is a ten calendar day grace period each tax quarter for payment of taxes without interest being charged. Failure to pay within that period will result in interest being charged back to the first day of the month.

NOTE: When mailing payments, please specify that your payment is for Property Tax. This office will not accept "post-dated" checks. Postdated checks will be returned to the sender.

A Drop Box has been provided for the convenience of our residents. Delinquent payments must still be paid inside the Municipal Building. NO CASH WILL BE ACCEPTED IN THE DROP BOX! You may deposit Current Property Tax Payments, Current Sewer Bill Payments, The DROP BOX is located on the wall by the police entrance.

Receipts:

Remittances requiring a receipt MUST be accompanied by the ENTIRE tax bill and a self addressed, stamped envelope. Otherwise, it is acceptable to detach the appropriate stub to mail along with your check, and the cancelled check will serve as your receipt.

Tax Sale: TAX SALE DATE – TO BE DETERMINED

Each year, there is a Tax Sale for unpaid taxes and other municipal charges from the previous year. A list is published in the newspaper for four weeks preceding the sale and the cost of advertising is added to the delinquent amount owed. The amounts due, however, may be paid up to the day before the sale in the form of a certified check, cash or money order. If the delinquent accounts are not cleared and the property goes into the sale, a lien is placed against the property. If the lien is picked up by the Town of Phillipsburg, foreclosure proceedings will begin six months from the date of the sale. If an outside buyer picks up the lien, he must hold it for two years from the date of sale before starting foreclosure proceedings. All liens must be paid by cash, certified check or money order.

Change of Ownership:

Tax bills should be given to the new owner or his paying agent upon closing. A charge may be imposed for a duplicate bill. A final water meter reading must be scheduled when there is a change of ownership or tenant. If you own property within the Town of Phillipsburg, and no longer live at that address, please contact the Tax Collector's Office for change of information.

Mortgage Escrow:

If the money is escrowed by a lending institution for tax payment, it is the responsibility of the homeowner to have the institution send to the Tax Office the correct bank code.

If any property is refinanced or sold to another lending institution, it is the agency's responsibility to provide to the Tax Office the new bank code.

When a mortgage is satisfied, please contact the tax office for the removal of the bank code.

The Treasury is an internal accounting department that services all the departments of the Town of Phillipsburg. The Treasury is responsible for custody of all municipal funds and day to day financial management of the Municipal Budgets, Capital Ordinances and Trust Funds. Two of the principal functions of the Treasury are payroll and accounts payable.
