The goal of the Phillipsburg Community Development Office is to provide safe & affordable housing for residents of the Town of Phillipsburg who qualify for state & federal grant programs. Over 90% of the structures in Phillipsburg were built prior to 1920, and much of this older housing stock has deteriorated. Residential units, especially rental units, have been burdened with code violations.

Many residents are not able to afford the regular upkeep that is necessary, let alone expensive repairs. Therefore, preventative programs such as the Regional Contribution Agreement (RCA) and Phillipsburg Housing & Neighborhood Development Corp(PHNDC) have been made available to help cut the cost of maintaining the inadequate units for the low to moderate income homeowners. The escalating rate of deterioration is being curtailed.

Our staff works to provide Landlords and Tenants with Rent assistance for eligible tenants. These Grant and Subsidy programs have stabilized our neighborhoods. The Community Development Office has shown profound changes in our neighborhoods because of these programs. We have been successful in the struggle to upgrade our existing housing stock and improving the quality of life for our residents. The purpose of the Section 8 Existing Housing Program is to assist eligible tenants so that they do not pay more than 30 % of their monthly income for rent and utilities. Priority will be given to Phillipsburg residents.

The program is available to persons living in the Town Of Phillipsburg who are one of the following:
2) Disabled (certified disability necessary)
3) Families with annual gross incomes that fall within the income guidelines, as follows:

Introduction

The Town of Phillipsburg in Warren County has received $200,000 from the Small Cities CDBG Housing Rehabilitation Fund to conduct rehabilitation of owner occupied & rental housing in a targeted area of Phillipsburg. Funds awarded will be used to correct major code violations in 18 units of rental housing occupied by low and moderate income households. Phillipsburg proposes to provide up to $10,000 per unit to correct code violations in approximately 18 units occupied by low and moderate income households.

Eligibility

The program will be open to single & multi-family homes within the Small Cities Target Area. The Target Area can be described as follows: Scattered sites located within boundaries of Town of Phillipsburg.

To qualify, a major system (Roof, Electrical, Plumbing, or Sanitary Plumbing and/or Structural) must be in need of substantial repair and total household income for each assisted unit must fall within the low or moderate-income guidelines below.

FUNDING TERMS

Funding will be provided on the following terms: Up to $10,000 per unit: 50% as a forgivable loan, 50% as a direct loan at 0% interest.
Fifty percent (50%) of funding provided to rehabilitate a structure will be provided in the form of a forgivable loan. The remaining fifty percent (50%) will be provided as a direct loan and must be repaid in monthly installments with 0% interest. No repayment is required on a forgivable loan. Instead, the property owner must agree to a 10-year deed restriction on the assisted unit specifying that: 1) the unit may only be leased to low and moderate income households and 2) rents charged for the assisted units may not exceed established guidelines for affordable rents. Should the owner sell the property or fail to comply with the terms of assistance during the 10- year period, a prorated portion of the forgivable portion of the loan and the balance of repayable portion of the loan will be due.

Rents for all assisted units must remain affordable to low and moderate income households for a period of 10 years following the completion of construction.

PHNDC is a non-profit, non-governmental, all volunteer, corporation that was organized in 1981 (through an initial Federal Grant) by local Phillipsburg citizens to promote better housing and to rehabilitate neighborhoods in the Town of Phillipsburg. We acquire, construct and develop properties, that are then rehabilitated and sold or leased to low to moderate income individuals. PHNDC was initiated and is maintained by Phillipsburg citizens for Phillipsburg citizens, although the program is open to all qualified applicants.

PHNDC’s mission is to improve the housing stock of the town, converting multi-family units to single-family homes, creating “pride of ownership” for first time home owners.

PHNDC provides advice and help in obtaining a mortgage, working with banks to craft very creative financing schemes. PHNDC also works with various town officials to help comply with local ordinances and permit requirements.

To date, the PHNDC has completed approximately 20 units since its inception. Currently, we have three (3) active projects: 2 homes on Jersey Street and a property at 152 Sitgreaves Street, for which we have partnered with New Jersey Youth Corps.
