2017 Road Improvements Contract
Town of Phillipsburg
Dear Property Owners,
The Town of Phillipsburg has hired Tilcon NY through the Morris County Cooperative to mill and overlay 16 roads which have been impacted by various utility work completed prior to 2016. This contract is being funded by Aqua NJ, Elizabethtown Gas and the Town of Phillipsburg.
Beginning Wednesday August 16th, Tilcon NY will begin milling all 16 roadways. The following is a tentative schedule of work:
Wednesday August 16th – Thursday August 17th
- Morris Street (Chambers Street to Summit Avenue)
- Joseph Street
- Shafer Avenue
- Raymond Street (Shafer Ave to Morris Street)
- Bennett Street
Thursday August 17th – Friday August 18th
- Glen Avenue
- Evelyn Avenue
- Shultz Avenue
- Henderson Street (Hudson St to Francis Ave)
- Francis Avenue
- Green Alley (Francis Street to Dead End)
Friday August 18th & Monday August 21st
- Wilson Street ( Irwin St to Stockton St)
- Prospect Street (Route 22 to Heckman St)
- Washington Street (Remaining section off Chambers St)
- Bartlett Street
- Lyndale Street (Logan Street to Dead End)
On-street parking will be suspended on all designated roads from 7am – 5pm. Parking may resume for each roadway once milling operations have been completed. The intention is to limit to any roadway to 1 day. Once a road has been milled, the no parking signs will be removed and parking may resume.
Beginning this Friday August 18, Tilcon NY will begin paving all 16 roadways. This schedule is subject to change due to any weather delays as paving may be postponed due to rain. The following is a tentative schedule of work:
Friday August 18th – Monday August 21st
- Morris Street (Chambers Street to Summit Avenue)
- Joseph Street
- Shafer Avenue
- Raymond Street (Shafer Ave to Morris Street)
- Bennett Street
Monday August 21st – Tuesday August 22nd
- Glen Avenue
- Evelyn Avenue
- Shultz Avenue
- Henderson Street (Hudson St to Francis Ave)
- Francis Avenue
- Green Alley (Francis Street to Dead End)
Tuesday August 22nd – Wednesday August 23rd
- Wilson Street ( Irwin St to Stockton St)
- Prospect Street (Route 22 to Heckman St)
- Washington Street (Remaining section off Chambers St)
- Bartlett Street
- Lyndale Street (Logan Street to Dead End)
Once again, on-street parking will be suspended on all designated roads from 7am – 5pm. Parking may resume for each roadway shortly after paving operations have been completed. The intention is to limit to any roadway to 1 day. Once the police have removed the no parking signs, parking may resume.
Please be aware of these restrictions as they will be enforced to permit the contractor to complete work within each area in a timely manner. Any cars remaining on the designated streets are subject to towing without exception.
Representatives from the Phillipsburg Police Department and Van Cleef Engineering Associates (the consulting engineer for Phillipsburg) will be on-site during the work. If you have any concerns during the work please contact these field representatives.
