Containers Required for Solid Waste & Recycling

ENFORCEMENT BEGINS MONDAY, JANUARY 13

As part of Mayor Piazza and Town Council’s continued commitment to consistent and efficient application of town ordinance, to provide for the well-being and improved safety of municipal Division of Public Works [DPW] employees, and to promote a cleaner and healthier environment for residents and visitors, the Town of Phillipsburg announces that beginning Monday, January 13, enforcement of trash pickup will be as follows:

  • NO LOOSE BAGS are permitted on sidewalks or alleyways unless containing solely brush or weeds.
  • Garbage MUST be placed at the curbside in a container.
  • When conditions merit, curbside placement without lids is acceptable.
  • Containers greater than 45 gallons and/or weighing greater than 50lbs may also be refused.
  • 4 containers per dwelling unit max.

BEGINNING JANUARY 13, DPW WILL NOT COLLECT BAGGED GARBAGE outside of a container placed for collection. Staff will be deploying stickers in an effort to educate residents.

The Division of Inspections will be aiding in renewed enforcement of the Solid Waste; Recycling Ordinance, 530-3, as well as applicable portions of 447, known as the Phillipsburg Property Maintenance Code.

  • Garbage stored outside MUST be stored in TIGHTLY LIDDED containers.
  • Containers must be watertight and insect-tight, located and stored to prevent odors.
  • Containers must be of a maintained rigid construction sufficient to withstand the rigors of regular collection practices.
  • Containers not to be placed for collection sooner than 24 hours in advance of scheduled pickup.

The Town will continue to message and educate about this policy update throughout January.
