Town Council
The Town Council of the Town of Phillipsburg serves as the legislative body of the municipality. The Council is composed of five members elected at-large by the residents of Phillipsburg. Council members serve staggered four-year terms, with elections held in odd-numbered years.The Council acts in two primary formats: Ordinances – which carry the force of law and require public notice and a public hearing prior to adoption.
Resolutions – which express the policy, direction, or intent of the Council. Resolutions are adopted in public meetings but do not require a public hearing.
Among its responsibilities, the Council is charged with the adoption of the Town’s annual operating and capital budgets. The Mayor’s appointments of certain Town officials and board members are also subject to Council consent. Each year, the Council elects one of its members to serve as Council President, who presides over meetings in the Mayor’s absence and assumes the Mayor’s duties if necessary. Council members may also be designated to serve as liaisons to various Town departments, boards, and community initiatives, helping to ensure effective communication between the governing body and municipal operations. The Council further designates a member to represent the governing body on the Land Use Board, ensuring coordination between legislative priorities and community development goals.
