The milling and paving schedule is predetermined by the construction company; however, schedules may change due to weather, equipment issues, or other unforeseen circumstances. We will continue to share updates and specific information as it becomes available, and we strive to make all information as accurate and timely as possible. One of the best ways to stay informed is to follow the “No Parking” and construction signs posted directly on the affected streets. This major investment — totaling approximately $2.1 million — will improve over 5.3 miles of local roadways (about 95,000 square yards of milling and 12,000 tons of new paving with traffic striping).What Residents Can Expect:
- Work Hours: Crews will begin mobilizing around 6:00 a.m. and may continue into the early evening.
- No Parking: Temporary No Parking signs will be posted by the DPW and Phillipsburg Police Department for each active workday (6:00 a.m. – 6:00 p.m.). DPW & the Police Department will reopen the road once the contractor has approved the road to be open.
- Driveway Access: Access may be temporarily restricted during paving to maintain a safe work zone. Roads will reopen once the contractor and DPW determine they are safe for travel.
- Towing Notice: Vehicles parked in violation of posted No Parking restrictions will be towed at the owner’s expense. Compliance is critical to allow work to continue on schedule!
Sidewalk, Curb & Road Repair
The Town of Phillipsburg is proud to announce that, through partnership with NJDOT funding, we are moving forward with sidewalk replacements and road repaving projects. These improvements will enhance the quality of life, provide safer sidewalks, update stormwater systems, and add ADA-compliant curb ramps throughout town.

Schedule:
- Sept. 23 – Oct. 2 – Filmore to Chambers Street: remove and replace curb and sidewalk.
- Oct. 3 – Oct. 16 – Filmore to Lewis street: remove and replace old storm drains and underground pipes.
- Oct. 17 – Oct. 23 – Henshaw court:(back end) remove and replace concrete curb
- Oct. 24 – Nov. 4-Filmore Street: remove and replace curb and sidewalk
- Nov. 5 – Nov. 12-Filmore Street: milling, paving & striping
- Nov. 13 – Nov. 19 – sign installation & clean up
Mercer Street Construction Update (Week of November 10, 2025)
CRJ Contracting crews continue steady progress along Mercer Street between Jefferson and McKeen Streets.
- This week, service installations will take place Monday through Friday throughout the same section.
- The intersections at Jefferson and McKeen will remain open to traffic during construction.
Please be alert for posted “No Parking” signs and use caution when traveling through active work zones. Thank you for your continued patience as this important infrastructure improvement progresses!

Hudson Street Improvements – Phase 4
Construction will begin on or about November 11, 2025, along Hudson Street (Washington to Shimer Blvd). Funded through NJDOT FY2025 Municipal Aid, paving escrow, and Town Capital funds, this project includes stormwater inlet and pipe repairs, curb and sidewalk work, guiderail replacement, and full milling and paving.
- Phase 1: Drainage, curb, sidewalk, and driveway apron repairs (7:00 AM–5:00 PM, Monday–Friday). The road will be closed to traffic but open to local residents and emergency vehicles.
- Phase 2: Milling and paving — a separate notice will be issued before this phase begins.

The Town does its best to share updates with residents as quickly and accurately as information becomes available from outside sources. We recognize that there are several projects happening throughout Town—each managed by different contractors and agencies—which can sometimes feel confusing or overwhelming. Please know these efforts are all part of a coordinated plan to strengthen, modernize, and improve Phillipsburg’s infrastructure.
We will continue to improve how we communicate project updates and schedule changes, and while we are doing our best to keep residents informed, we’re also expanding our outreach tools—including the use of Text My Gov—to share real-time notifications. Your continued patience and understanding truly make a difference as we work together to make Phillipsburg better.
As part of the Town-wide paving program, Aqua’s Initiative to replace lead pipes, and any other projects in Town schedules may change due to weather, production, or other unforeseen factors. The Town’s DPW and Police Department actively coordinate to adjust and relocate No Parking signs based on the evolving construction schedule. Signs are generally posted at least 24 hours before work begins, and every effort is made to contact vehicle owners before towing to allow time for relocation.
Whenever there are schedule changes or new information, the Town promptly updates its outreach materials through social media, the Town website, and Text My Gov to keep residents informed.
